RE MY TRIP2 SACRAMENTO "California doesn't let a drought go to waste -" CSMonitor.com

I just drove from LA to Sacramento on freeway 5 , and if I hadn't known on paper that there was a drought I would not have been able to tell that California is in a drought. I saw numerous Rivers lakes ponds creeks, farms , lots of green grass . it did not seem like a desert to me. I wonder, have we been scammed, or is this a real drought?
