Sounds like an easy fix, just make a grid cover with small holes so dogs can't fit thru. OC government can be do apathetic, cocky, & self-serving sometimes. If it was "one of their own" u can be sure they would have fixed it yesterday. Everybody else is second-class, unless you're a big donor.
